The Monroe County Library System card is free for any person who lives, pays property taxes, or attends school in Monroe County. There is a limit of one card per person.
All library card accounts are valid for one full calendar year. Accounts may be renewed with verification of account information.
All materials borrowed must be returned on or before the due date. Overdue fines may be charged for materials returned after the due date. Fees are charged for lost or damaged items. Most circulating materials can be returned to any library in the Monroe County Library System.
Lost cards must be reported as soon as possible. Cardholders are responsible for all materials borrowed on their card, all use of their card, and all charges against it until the card is reported lost to the Library.
Eligibility Requirements
To apply for a card, applicants must show proof of their identity and proof that they pay property taxes or attend school in Monroe County.
Adults may provide one (1) of the following valid New York State IDs if it has their current address:
- Driver’s License
- Non-Driver’s ID
- Learner’s Permit
If the above documentation is not available, any two (2) of the following forms of identification with their current address are acceptable for adults and young adults:
- Current college or university photo ID
- Current passport
- Utility bill
- Bank statement issued within the last two months
- Property tax statement within the last two months
- New York State motor vehicle registration
- Any mail postmarked within the last two months
Documentation can be shown with physical or digital copies. Post office boxes are not accepted as home addresses.
Children (12 and younger)
A parent or legal guardian must fill out a short application available at the Check-Out Desk. If a child has a signed library card application, a parent or guardian does not need to be present for a card to be issued. Parents or legal guardians are considered the cardholder of their child’s account.
Teens (ages 13-17)
Teens must show proof of identity and proof of current address (see above for accepted documentation). A parent or legal guardian may use their New York State ID to validate their teen’s library account. Teens can register with or without a parent or guardian.
E-Cards
E-Cards provide access to digital collections only. Digital collections include downloadable ebooks, audiobooks, and videos as well as research databases. Full borrowing and library use privileges can be obtained by visiting the library in person and requesting the change through the Check-Out Desk. An E-Card that has been updated to a full-service card must be transferred to retain Libby transactions. Request the transfer here.
Out of County Borrowers
Any person residing outside of Monroe County can apply for a Monroe County Library System card at the cost of $25 per year. The application is available here and may be submitted and paid online.
Organization Borrowers
Organizations that operate in Pittsford are eligible to apply at PCL for an organizational card. Contact PCL for more information.

There are no hold fees for items picked up at PCL.
Overdue Fines & Replacement Fees
Overdue fines are not charged for items in PCL’s children’s and teen collections, but replacement fees are charged for lost items.
All items in PCL’s adult and general interest collections, including video games, accrue overdue fines and replacement fees for lost items.
Replacement fees will be billed for overdue items that are not returned after 42 days.
Blocked Cards
Total charges exceeding $20 will cause your card to be blocked. Charges can be paid online or at the library. If the charges exceed $35, your account may be referred to collections.
