Local governments exist for the purpose of providing services and public facilities to the people who live within their jurisdiction. The Town of Pittsford is governed by a Town Board, comprised of four Council members and a Supervisor, all of whom are elected at large by the qualified voters of the town.
The Town Supervisor, who is the administrative head of town government, presides at the meetings of the Town Board and may, from time to time, appoint one or more committees consisting of members of the Board to aid and assist the Board in the performance of its duties. A majority of the Board members must be present in order to constitute a quorum for the transaction of business, and the vote of each Board member upon every question is recorded in the official minutes of the meetings. An affirmative vote of a majority of all members of the Town Board is required for the adoption of any action, motion or legislation.
The Town Board's responsibilities include the power to appoint officers, commissions, boards and other personnel necessary to administer the town's affairs; to adopt ordinances and local laws affecting the public health, safety and welfare and to provide penalties for the enforcement of the town; and to formulate overall policy.

William A. Carpenter, SupervisorBill has served the Pittsford community for over 20 years. As Supervisor since 1994, Bill has completed a number of important initiatives; the "Greenprint for Pittsford's Future", re-opening of the Mitchell Road Bridge, the closing of Monoco Oil to name a few. Bill is committed to making town government run in a business-like manner and one that is open and accessible to all residents.

Sandra F. Zutes, Deputy SupervisorSandy has been on the Town Council since 1994. Previous to that, Sandy served the Town in a volunteer capacity on the Zoning Board, Planning Board and Parks and Recreation Advisory Board. She serves as the Deputy Supervisor and is responsible for town operations in the Supervisor's absence. John J. Higgins Jr., Town CouncilJohn has been on the Town Council since 1996. He previously served as a member of the Board of Library Trustees, Inter-Municipal Committee and the School Community Partnership Council. John owns his own Real Estate Company and is also very involved in the Mediation Center of Rochester. John lives at 16 Winchester Drive with his wife Penny. Karen W. Green, Town CouncilKaren has been on the Town Council since March of 1999. She is a life-long resident of Pittsford and graduate of Pittsford Mendon High School. Karen has worked with the Group Home Advisory Committee to make this a more effective and efficient group. Karen works for the West Group serving as a Senior Electronic Production Manager. John E. Bernacki, Jr., Town CouncilJohn was appointed to fill a vacancy on the Town Council in April 2003. His community activities include Rotary Club of Pittsford, Vice President 2003, President Elect, 2004, President 2005, the Pittsford Chamber of Commerce, the Pittsford Village Business Association, and Historic Pittsford, Board Member. John is a member of the Monroe County Bar Association, the NYS Bar Association and the American Bar Association. His office is located at 11 State Street in the Village of Pittsford.
